Cho phô mai, bơ, bột mì và muối vào máy xay khô, trộn đều cho đến khi thành một hỗn hợp mịn như cát. Thêm nước, đổ mỗi lần một muỗng canh cho đến khi hỗn hợp vừa đủ kết dính.
Dùng tay nhào kỹ hỗn hợp cho đến khi thật nhuyễn. Sau đó, bọc hỗn hợp vào túi nilon và cho vào ngăn mát tủ lạnh khoảng 20 phút để bột thật mịn.
Tiếp theo để bột lên một mặt phẳng có lót giấy nến, rồi đặt một miếng giấy nến khác lên trên và bắt đầu cán phẳng. Cán bột có chiều dày chừng 3mm là được. Dùng khuôn cắt bột thành từng chú cá vàng nhỏ. Làm tương tự với hình Pac-man. Đặt bánh lên tấm lót lót và nướng ở 350°F (khoảng 180 độ C) trong khoảng 15 phút.
Trong khi chờ bánh cá chín, bạn có thể làm bánh hình Pac-man và con cá.
